From Doc Watson to lifetime folk award, Dougie MacLean sings on

LONDON (Reuters) - In the 1970s, before he could make a living playing music, Scottish folk singer Dougie MacLean found himself with a temporary job driving an American family around Europe in a mini-bus.

It was a serendipitous moment for a performer who is poised to receive a lifetime achievement accolade at the BBC Folk Awards: The family was that of Doc and Merle Watson, two of America's most celebrated bluegrass, country and gospel singers.

MacLean did not know who they were at first but ended up "blown away" by them, jamming with them in the evenings and listening to them belting out gospel on German autobahns.

Speaking to Reuters from his home in Butterstone, Perthshire, MacLean says he took some joy from listening to father and son Doc and Merle playing together, something he now does from time to time with his own son.

"It was magical," he said.

MacLean's own folk borders on the traditional with a lot of poetic Scottish nostalgia woven in, such as the haunting "Ready for the Storm".

His song "The Gael" was adapted to be the theme of the film "Last of the Mohicans" while "Caledonia" - perhaps his most celebrated work - is essentially a love song to his homeland, one that is said to bring the odd tear to Scottish listeners.

Plans are for the BBC awards to close on Wednesday with a "Caledonia" sung by all the awardees.

TIMES A'CHANGING

MacLean, a multi-instrumentalist, reckons not much has changed to the music that has been his stock in trade for nearly 40 years - but the internet has brought it to many more people.

He admits that folk has not always been the biggest headline grabber in the music world, describing it as being "below the radar" for many.

But the internet is changing this, bringing the music more easily out of clubs and folk festivals to a wider world.

"There's another generation (listening)," MacLean said. "It's quite nice to see it (folk music) getting more attention."

There is something of a western folk renaissance under way in popular music. It encompasses balladeers like MacLean, new bands such as Britain's Lau and America's Carolina Chocolate Drops, and crossovers like the indie-folkists Mumford & Sons and alternative musician Sufjan Stevens.

"People are searching for something with some more substance to it," MacLean said, contrasting folk with the kind of "institutional" music pushed by big recording companies and mainstream radio stations.

And folk music does have a remarkable pedigree.

Travelling with the Watsons opened the young Scot's eyes as well as his ears. "I learnt a lot about America - they came from Deep Gap, North Carolina," he said.

That was a world away from MacLean's Scottish home - but not necessarily as far away as it might seem.

Doc and Merle, MacLean said, played music from an "unbroken tradition". So does he.

2013 Farmers Insurance Open: Tee times and TV schedule for ...

The third round of the 2013 Farmer Insurance Open will resume Sunday, with most golfers having yet to tee off thanks to a fog delay on Saturday. Check out where and when to tune in to see Tiger Woods attempt to hold off the pack at Torrey Pines.

Play will resume at 7:00 a.m. at Torrey Pines (10:00 a.m. ET) after fog delayed the third round of the 2013 Farmers Insurance Open on Saturday. A grand total of one hole was played Saturday, and leader Tiger Woods has yet to begin his third round in the lead grouping. He entered the day at 11-under overall, two strokes ahead of Billy Horschel in second place.

    Aaron shakes up US men's skating with 1st title

    OMAHA, Neb. (AP) ? Never mess with the guy who knows how to rumble.

    Little-known Max Aaron won his first title at the U.S. Figure Skating Championships on Sunday and helped knock down three-time champion Jeremy Abbott to the last step on the podium. With two quadruple jumps and an arsenal's worth of other tricks in his "West Side Story" program, don't count the 20-year-old upstart out at the world championships in March, either.

    Aaron screamed and shook his fists when he finished his program, then slid across the ice giving a Tiger Woods-like fist pump. (He was wearing red, appropriately, and it was Sunday.) When his marks were posted, Aaron's jaw dropped and the audience roared. He won the free skate in a rout to jump from fourth to first, and finished with 255 points overall, almost four better than Ross Miner.

    Abbott, who had won three of the last four U.S. titles, dropped to third after a disappointing and flawed free skate.

    Aaron was the U.S. junior champ two years ago, but has done little of note since then. Skating first of the top men, however, he wasted no time showing he intended to make a run at the title. He opened with two quadruple salchows, the first in combination with a double toe loop, and did seven other triples. Aside from a small turn out on a triple axel, all were done with such great speed and flow people watching at home on their couches were probably saying, "That doesn't look so hard, I could do that."

    Aaron is more than just a jumping bean, however. His spins were excellent, so fast and tightly centered he was practically a blur. He jazzed up his footwork with high kicks and hops, the kind of flourishes audiences ? and judges ? love.

    But it was his perfect portrayal of the bad boy in "West Side Story" that was most entertaining. As he heard the first notes of his music, he fixed the audience with a smirk and began snapping his fingers. He oozed attitude throughout the entire program, so much so it's a wonder the Jets didn't storm the ice and try and wipe the smile from his face.

    His big score in the free skate ? 175.87 ? was going to be tough for Abbott, Miner and the rest of the guys to top. No one came close.

    Third the last two years at nationals, Miner had a breakthrough at NHK Trophy, where he was the bronze medalist. That gave him confidence he could be the top American man, and he's skating with more polish and assertiveness than ever before. Every element in his program, to the old "Captain Blood" movie, was finished to perfection. There was no rushing out of jumps or awkward ends to spins. It's the kind of precision a skater has to have if he's to contend with the international crowd.

    He, too, did a quad ? a gorgeous one, to boot ? and seven other triple jumps. His only flaw was singling an axel, a silly mistake that's sure to nag at him until next year's nationals.

    Abbott will have plenty of regrets after a program that was barely even adequate for a skater of his caliber. He was so slow on the approach to his quadruple toe it looked as if he was going to stop and, no surprise, he landed on his rear end. But it was his other jumps that were more disappointing. He turned several planned triples into doubles, and his landings were scratchy and awkward. That's a no-no for anyone, but it was particularly bad for a skater who prides himself on his skating skills, including edge quality so fine the carvings could be sold as artwork.

    Abbott knew it, too, banging his forehead with his fist as he skated off the ice. But when he saw the marks, even he looked stunned and the audience gasped.

    For Super Bowl ads, it's go viral or go home

    Call them super leaks, super teasers or super previews. But for a growing number of Super Bowl advertisers, they are super smart business.

    For years, Super Bowl commercials were closely guarded secrets until they aired on the biggest ratings day of the year. These days, companies have discovered that teasing them online in advance of the big day is a more efficient way of getting their brand message in front of the masses.

    CBS, which will broadcast Super Bowl XLVII on?Feb. 3, sold 30-second ad slots for up to $4 million, so it?s no wonder advertisers try to squeeze every drop of value out of their investment.

    "We are seeing more teasers because they have been effective," said?Steve Posavac, professor of marketing at Vanderbilt University. "This year, many advertisers feel that if they don?t release a teaser, they will fail to gain consumers? mindshare, and that their ads will be lost in the clutter."

    Mercedes-Benz roared out of the starting line first last week, with its spot featuring Kate Upton. Strutting in daisy dukes and a low cut tank top, the striking supermodel blows suds in slow motion at a group of guys as they wash her Benz and ogle her frame, mouths agape.

    Though it shows less skin than a standard shampoo commercial -- and seems demure in comparison to?Upton's past backseat turn for Carl's Jr.?last year ? it has already drummed up plenty of buzz. As of Friday night, the teaser racked has up more than 4.6 million YouTube views.

    That?s right, more than a week before the San Francisco 49ers face the Baltimore Ravens, Mercedes-Benz?s ad is already a success. And, thanks to the Parents? Television Council, we have the first Super Bowl controversy.

    "This ad [reinforces] for millions of wives, daughters and sisters across the country that you use your sex appeal to get what you want," a Parents' Television Council spokesperson told the Daily Mail, complaining that the ad "isn't selling cars, it?s selling sexual objectification."

    The sound bite provided global media outlets (ours included) the perfect news hook. In the following days, the ad has been discussed, analyzed, and played over and over again, at no cost to the Mercedes. Talk about return on investment!

    The luxury German automaker isn?t the only player in this game. Coca-Cola, Sketchers, Wonderful Pistachios (with 'Gagngam Style' superstar Psy) and MiO (with Tracy Morgan) have released previews.

    Coke is also making a huge social media play with its "Mirage" campaign. In it, three quirky character-driven groups -- show girls, badlanders, and cowboys -- race across an African desert to be the first to reach the thirst-quenching Coca-Cola oasis. A preview spot is circulating online encouraging viewers to vote online to determine which group ends up winning in the final spot. Online surfers can either vote by "old-fashioned" online button clicking, or vote-casting with the Twitter hashtags #CokeCowboys, #CokeShowgirls and #CokeBadlanders.

    The beverage giant?s advertising company has also cooked up animated gifs, "sabotage videos" and other content ready-made for Tweeting, Tumbling, Instagramming, and Facebooking.?

    Indeed,?Coke?has come a long way from Mean Joe Greene?s jersey toss in Coke?s legendary commercial 34 years ago.

    The reason for the big social push is simple: More shares equal more views, which equals more brand exposure.

    "Without a social media component, a Super Bowl ad is worthless," said?David Johnson, CEO of public relations agency Strategic Vision.

    Social has risen and advertisers are rising to meet it.

    "Three quarters of the audience will be on a 'second screen' during the Super Bowl,? said Ankarino Lara, chief product officer for Thismoment, which builds branded online content distribution software. "The biggest brands recognize the audience shift and plan mobile and on live elements in their campaigns."

    According to data by the Unruly Viral Video Chart, the "Billboard 100 of viral videos," 75 percent of the top 20 most-shared ads from Super Bowl 2012 went up online before game day;? 55 percent of sharing happened after March 1, 2012; and total Super Bowl ads shares increased by 129 percent from 2011 to 2012.

    Audi is taking a similar "choose your own adventure" approach as Coke's. On Thursday night, it posted the beginning of its ad, showing a kid driving to his high school prom dateless but in his dad's new 2013 Audi S6 high-performance sports sedan. The German automaker also uploaded three versions of the ending, giving viewers 24 hours to vote on which one will make the final cut.

    Other companies are also hopping on the social bandwagon:?

    • Doritos has reprised its annual "Crash the Super Bowl" contest, allowing a fan-made commercial to air during the game.?
    • Lincoln has teamed up with Jimmy Fallon to let fans write the script for its commercial on Twitter with the hashtag #Steerthescript.?
    • Pepsi, Pizza Hut and Toyota will include fan-submitted photos in a commercial.?
    • VW is promoting the #GetHappy hashtag.

    Advertisers still have plenty of tricks up their sleeves, though, and some are deliberately taking an "anti-leak" strategy that still has an eye on Twitter impact.

    "Some advertisers are holding back ads for a 'surprise' factor and for the instant chatter that will take place on social media during the game," said Katherine Wintsch, founder of The Mom Complex, an Interpublic Group of Companies unit focused on marketing to mothers.

    Brands still place a premium on using the Super Bowl as the ultimate stage for product debuts; Anheuser-Busch is going to debut two new drinks at the game: Budweiser Black Crown and Beck's Sapphire.

    "I don?t know what it is, but everyone finds humor in dog ads or baby ads," John Yorke, President of creative firm Rain 43, said. "Last year, we saw lots of both ? and the highest rated ads came from these categories ? so if it ain?t broke, don?t fix it ? expect to see more of this trend."?

    French forces in Mali seize airport, bridge at rebel-held Gao

    KONNA, Mali (Reuters) - French special forces in Mali with air support on Saturday seized the airport and a key bridge over the Niger River at the Islamist rebel-held stronghold of Gao as France accelerated its ground offensive against al Qaeda-allied fighters.

    "The rebels have melted in to the local population. There is harassment. The operation is still under way. It is a bit complicated," a French officer in Mali, who asked not to be named, told Reuters, referring to the assault on Gao.

    France's Defence Minister Jean-Yves Le Drian announced the seizure of the airport and bridge at Gao, the largest town in Mali's Saharan north which was occupied last year by a coalition of Islamist groups including al Qaeda's North African wing AQIM.

    France's defense ministry initially gave few details of the operation at Gao, but there were unconfirmed reports from Malian sources that it involved French paratroops.

    The French officer said the attacking French forces were facing "harassment" attacks but no solid line of resistance.

    The speed of the French action at Gao suggested French and Malian government troops intended to drive aggressively into the north of Mali in the next few days against other Islamist rebel-held towns, such as Timbuktu and Kidal.

    For two weeks, French jets and helicopter gunships have been harrying the retreating Islamists, destroying their vehicles, command posts and weapons depots. The French action had already halted a sudden Islamist offensive launched in early January that had threatened Mali's southern capital Bamako.

    A French defense ministry statement quoted minister Le Drian as saying that many of the Islamist fighters' vehicles and logistics bases had been destroyed.

    News that the French forces were at Gao came as African states struggled to deploy a planned 6,000-strong African intervention force in Mali, known as AFISMA, under a U.N. mandate.

    African Union leaders meeting at a summit in Addis Ababa were calling on the United Nations to provide emergency logistics and funding to allow the AFISMA force to deploy.

    AU officials say AFISMA is severely hampered by logistical shortages and needs airlift support, ammunition, telecoms equipment, field hospitals, food and water. It also required training to operate in Mali's desert and arid mountains.

    So far, only around 1,200 soldiers of the African force, to be mostly comprised of troops from neighboring West African nations, have arrived in Mali.

    In contrast, France has 2,500 soldiers already on the ground in its former colony, taking the lead in the offensive against the Islamist groups.

    The United States and Europe strongly back the U.N.-mandated Mali operation as a counterstrike against the threat of radical Islamist jihadists using the country's inhospitable Saharan north as a launch pad for international terrorist attacks.

    But Washington and European governments, while providing airlift and intelligence support to the operation, are not planning to send in any combat troops.

    A Nonprofit's Legal Counsel Is the Social Media Manager's Best ...

    That headline isn?t a lawyer joke. ?And let me say upfront, ?I respect lawyers and legal issues that nonprofits and foundations have to navigate around social media.

    However, I realize that in some nonprofits the relationship between in-house legal counsel or the organization?s lawyers is based on fear and control. ? As a social media nonprofit professional ?mentioned in a Facebook thread recently, ?I?ve observed interesting dynamics with legal counsel over social media with the result of increased paranoia among employees or a ?blanket ban. ? Often, the lawyers ?start from a position of fear and declare that no one can use social via work. Period. ? ? This can have a chilling effect on an organization?s social media strategy to say the least. ? ?It runs counter to the ?networked mindset? that is so important to being a networked nonprofit and building networks and movements.

    But it isn?t like this in all nonprofits or foundations as I discovered as part of my preparation ?for a session at the Council on Foundations on Sunday called ?Riding the Wave of Civic Engagement? with Daren Garshelis, Counsel, Alliance for Justice and Kate Wing, Program Officer, Gordon and Betty Moore Foundation. ? The session will focus on exploring how nonprofits are expanding their efforts to influence public policy through social channels and understanding the legal issues and how to evaluate the work. ?(I?ll be talking about the latter as it relates to some of the ideas in my new book, ?Measuring the Networked Nonprofit,? ?co-authored with KD Paine.)

    Daren is the Counsel for the Alliance for Justice which hosts ?Bolder Advocacy? site which?is the definitive and outstanding ?what you can do and how you can do it legally? resource as as my colleague,?Jon Stahl suggests. ?The ?Influencing Public Policy in A Digital Age? is their comprehensive guide. ? The Alliance will also be publishing a brief ??cheat sheet? that summarizes the rules. ? In our prep call, Daren clearly explained what to keep in mind when using social channels to engage with elected officials ? and boils down to the distinction between elevating or educating about a policy issue and partisan support ? the latter is not allowed by IRS guidelines. ?But, I?m not a lawyer, so you may want to advantage of Daren?s organization free technical assistance by phone or email from legal experts.

    What I was most intrigued by was how nonprofits could avoid the ?fear? and ?paralysis? that might happen navigating these issues with their in-house counsel or what would happen, if they made a mistake? ??The Boulder Advocacy cheat sheet will be excellent ?tool for nonprofits as they are brainstorming content/engagement strategies to use social to reach legislators. ? ?And certainly the guidelines and best practices would be referenced in a social media policy, but you can educate, train, be care, and mistakes do happen. ? ?I wondered, what happens if someone makes a mistake? ?Does the IRS do real-time monitoring and take away the organization?s 501-c3?

    According to Daren, the?IRS is most likely to investigate a one-off inappropriate digital communication only after a complaint from a third party. ?And enforcement is rare. ? But with that said, he says it is very?important to make sure that nonprofits comply with the c3 rules with their digital communications because there is some possibility, they could get into trouble with the IRS if they do not, and because their funders might think they don?t know the rules (which could jeopardize future funding opportunities). ?But if an organization makes a one-time mistake and does something to correct it, he would recommend not losing sleep over it.

    Legal Issues and Social Media

    I asked social media professionals what issues typically come up in their social media work and how they establish a good working partnership with legal. ?Here?s the advice:

    • In-House Seminars: Kami Huyse mentioned that in her work with some clients, particularly hospitals, ?social media use of all employees and HR comes up as an issue with the legal department. ? ?One approach is to bring in a ?law firm that specializes in social media and do a seminar for staff ?to help them better understand what can and cannot be done legally.
    • Structured Working Partnerships: Lovisa Williams who works with the Department of State?says it is important to work closely with the legal advisor in your agency or organization and to cultivate a relationship of mutual trust and respect. ?She works in partnership to vet issues that arise from their social media policy and online community management. Like any good partnership, this takes work and doesn?t happen overnight. ?It is important to understand the legal?s point of view and their expertise ? and be ready to compromise. ? Lovisa also says don?t just call your legal department when there is a crisis, work with them to share best practices and thought leadership on social media. ? She has also established a policy working group that consists of a mix of social media experts and lawyers. ? She also observes that addressing one issue is like ?Whack a Mole? but others pop up. ?That?s why it is good to have an going relationship and a policy group. Being proactive is also important.
    • Establish Good ?One-on-One Working Relationship: Dan Michel who is responsible for social strategy at Feeding America says it is important to establish a good one on one relationship. ? Take your legal counsel to lunch! ?He says that she has been invaluable on advice on both organizational posts and personal posts involving the organization and how to follow social media best practices and say out of trouble. ? ?Dan mentions that their biggest legal concern is violating UBIT Guidelines with sponsorships.
    • Track and Share Articles: Lovisa regularly sends a social media digest of interesting policy and legal articles related to social media. ? ?She regularly reads and summarizes posts that discuss social media policy best practices and what to avoid. ? For example, ?this recent article in the NY Times about HR issues and your social media policy would definitely be something to send along to your legal counsel and get advice on how to implement some of the legal recommendations.
    • Keep Your Social Media Policy Up To Date: ? As the field of social media practice matures and new techniques and platforms come into use, ?so do new legal issues. ?It is important that your social media policy is a living document that reflects current practice. ?Don?t cut and paste another organization?s policy! ? ?Social media professionals Janet Fouts and Lovisa William pinpointed a few: ?     Al-Qaida leader's brother condemns Mali operation

    CAIRO (AP) ? The brother of al-Qaida leader Ayman al-Zawahri on Wednesday sanctioned violence against the West in retaliation for the French-led campaign against militants in Mali, saying the U.S. and Europe are "making jihadists."

    Mohammed al-Zawahri, one of Egypt's most influential jihadi leaders, made his comments in an interview with The Associated Press in Cairo, in the wake of the bloody four-day hostage crisis in Algeria, in which al-Qaida-linked militants seized a gas plant in retaliation for the campaign in Mali.

    "All Muslims have the right to stop this aggression by any means," he said of the French-led military intervention. "This barbarism, aggression and brutality ... according to Shariah, we have to confront it."

    "They (the West) are making jihadists," he added.

    The four-day confrontation that began when al-Qaida-affiliated militants stormed the remote desert natural gas complex in Ain Amenas and took hostages early Wednesday. The militants threatened to blow up the entire complex, and Algerian troops finally ended the crisis with a ground assault. In all, 37 hostages, including an Algerian security guard, and 29 militants were killed, but five other foreign workers remain unaccounted for.

    The Masked Brigade, the group that claims to have masterminded the takeover, has warned of more such attacks against any country backing France's involvement in Mali. French forces there are trying to help stop an advance by Islamic extremists.

    Militants offered to free hostages in exchange for the release of two prominent terror suspects jailed in the United States: Omar Abdel Rahman, a blind Egyptian sheik convicted of plotting to blow up New York City landmarks and considered the spiritual leader of the 1993 World Trade Center bombing, and Aafia Siddiqui, a Pakistani scientist convicted of shooting at two U.S. soldiers in Afghanistan.

    Al-Zawahri, who is the younger brother of the al-Qaida leader, was imprisoned for nearly 12 years under Egypt's former president, Hosni Mubarak, including four years in solitary confinement. He was tortured during his time in prison, before eventually being freed after Mubarak's ouster.

    Since his release, he has been appearing in street protests in defense of Shariah, or Islamic law, and on Friday he was among some 200 ultraconservative Islamists and former jihadis who staged a protest in front of the French embassy in Cairo. The protesters raised a banner that read, "Mali is not alone," and called for a boycott of French products and the expulsion of the French ambassador.

    Parasites of Madagascar's lemurs expanding with climate change

    Jan. 23, 2013 ? Rising temperatures and shifting rainfall patterns in Madagascar could fuel the spread of lemur parasites and the diseases they carry.

    By combining data on six parasite species from ongoing surveys of lemur health with weather data and other environmental information for Madagascar as a whole, a team of Duke University researchers has created probability maps of likely parasite distributions throughout the island today.

    Then, using climate projections for the year 2080, they estimate what parasite distributions might look like in the future.

    "We can use these models to figure out where the risk of lemur-human disease transmission might be highest, and use that to better protect the future of lemur and human health," said lead author Meredith Barrett, who conducted the study while working as a graduate student at Duke.

    Lemurs are native to the African island of Madagascar, where climate change isn't the only threat to their survival. More than 90 percent of the lemurs' forest habitat has already been cleared for logging, farming and grazing. Illegal hunting for bushmeat is also a problem.

    A key part of saving these animals is ensuring that they stay healthy as environmental conditions in their island home continue to shift, Barrett said.

    Average annual temperatures in Madagascar are predicted to rise by 1.1 to 2.6 degrees Celsius by 2080. Rainfall, drought and cyclone patterns are changing too.

    In a study published in the January 2013 issue of the journal Biological Conservation, Barrett and colleagues examined what these changes could mean for lemur health by taking a cue from the parasites they carry.

    The team focused on six species of mites, ticks and intestinal worms commonly known to infect lemurs. The parasites are identified in lemur fur and feces. Some species -- such as pinworms, whipworms and tapeworms -- cause diarrhea, dehydration and weight loss in human hosts. Others, particularly mites and ticks, can transmit diseases such as plague, typhus or scabies.

    When the researchers compared their present-day maps with parasite distributions predicted for the future, they found that lemur parasites could expand their range by as much as 60 percent. Whipworms, for example, which are now largely confined to Madagascar's northeast and western coasts, may become widely distributed on the country's southeastern coast as well.

    Anne Yoder, senior author on the study and Director of the Duke Lemur Center, said the research is particularly important now as lemurs have been identified by the International Union for the Conservation of Nature (IUCN) as the most endangered mammals on earth.

    Warmer weather means that parasites could grow and reproduce more quickly, or spread to higher latitudes and elevations where once they were unable to survive. As lemur parasites become more prevalent, the diseases they carry could show up in new places. The spread could be harmful to lemur populations that have never encountered these pests before, and lack resistance to the diseases they carry.

    Shifting parasite distributions could have ripple effects on people too. As human population growth in Madagascar drives people and their livestock into previously uninhabited areas, wildlife-human disease transmission becomes increasingly likely.

    The authors hope their results will help researchers predict where disease hotspots are likely to occur, and prepare for them before they hit.

    Meredith Barrett is now a postdoctoral scholar with the Robert Wood Johnson Foundation Health & Society Scholars Program at the University of California at San Francisco and Berkeley. Jason Brown of Duke University and Randall Junge of the Columbus Zoo & Aquarium were also authors of this study.

    Clinton: Nobody more committed to security

    (AP) ? Secretary of State Hillary Rodham Clinton insisted on Wednesday that the department is moving swiftly and aggressively to strengthen security at U.S. installations missions worldwide after the deadly Sept. 11 raid on the consulate in Libya.

    In probably her last appearance on Capitol Hill as America's top diplomat, Clinton once again took full responsibility for the department's missteps leading up to assault at the U.S. Consulate in Benghazi, Libya that killed Ambassador Chris Stevens and three other Americans.

    Her voice cracking at times, Clinton said the work was highly personal.

    "I stood next to President Obama as the Marines carried those flag-draped caskets off the plane at Andrews. I put my arms around the mothers and fathers, sisters and brothers, sons and daughters," she said.

    Clinton said the department is implementing the 29 recommendations of an independent review board that harshly criticized the department as well as going above and beyond the proposals, with a special focus on high-threat posts.

    "Nobody is more committed to getting this right," she told the Senate Foreign Relations Committee. "I am determined to leave the State Department and our country safer, stronger, and more secure."

    Her testimony focused not only on the attack but the growing threat from extremists in northern Africa, pointing out that Libya was not an isolated incident.

    "The Arab revolutions have scrambled power dynamics and shattered security forces across the region," she said. "And instability in Mali has created an expanding safe haven for terrorists who look to extend their influence and plot further attacks of the kind we saw just last week in Algeria."

    She said the Obama administration is pressing for a greater understanding of the hostage-taking and rescue effort that left three Americans dead.

    In something of a valedictory, Clinton noted her robust itinerary in four years and her work, nearly 1 million miles and 112 countries.

    "My faith in our country and our future is stronger than ever. Every time that blue and white airplane carrying the words "United States of America" touches down in some far-off capital, I feel again the honor it is to represent the world's indispensable nation. And I am confident that, with your help, we will continue to keep the United States safe, strong, and exceptional."

    Clinton is the sole witness at back-to-back hearings before the Senate and House foreign policy panels on the September raid.

    Clinton had been scheduled to testify before Congress last month, but an illness, a concussion and a blood clot near her brain forced her to postpone her appearance.

    Absent from the hearing was Sen. John Kerry, D-Mass., the man tapped to succeed Clinton. His swift Senate confirmation is widely expected. Kerry's confirmation hearing is scheduled for Thursday.

    Clinton's testimony will focus on the attack after more than three months of Republican charges that the Obama administration ignored signs of a deteriorating security situation in Libya and cast an act of terrorism as mere protests over an anti-Muslim video in the heat of a presidential election. Washington officials suspect that militants linked to al-Qaida carried out the attack.

    "It's been a cover-up from the beginning," Sen. John McCain, R-Ariz., the newest member of the Senate Foreign Relations Committee, said Tuesday.

    Politics play an outsized role in any appearance by Clinton, who sought the Democratic presidential nomination in 2008 and is the subject of constant speculation about a possible bid in 2016. The former first lady and New York senator ? a polarizing figure dogged by controversy ? is about to end her four-year tenure at the State Department with high favorable ratings.

    A poll early last month by the Pew Research Center for the People & the Press found 65 percent of Americans held a favorable impression of Clinton, compared with 29 percent unfavorable.

    Challenging Clinton at the hearing will be two possible 2016 Republican presidential candidates ? Florida's Marco Rubio and Kentucky's Rand Paul, also a new member of the committee.

    Clinton did little to quiet the presidential chatter earlier this month when she returned to work at the State Department after her illness. On the subject of retirement, she said, "I don't know if that is a word I would use, but certainly stepping off the very fast track for a little while."

    With respect to Benghazi, the State Department review singled out the Bureau of Diplomatic Security and the Bureau of Near East Affairs, saying there appeared to be a lack of cooperation and confusion over protection at the mission in Benghazi. The report described a security vacuum in Libya after rebel forces toppled the decades-long regime of strongman Moammar Gadhafi.

    The report made 29 recommendations to improve diplomatic security, particularly at high-threat posts.

    Spokeswoman Victoria Nuland said Clinton "pledged not only to accept all 29 of the recommendations, but to have the implementation of those recommendations well under way before her successor took over. So I think she'll want to give a status on that."

    Asked for the number of State Department employees fired for their handling of Benghazi, Nuland said four people were put on administrative leave. They included Eric Boswell, who resigned from the position of assistant secretary of diplomatic security.

    But Nuland declined to say if Boswell and the others still are working for the department in some capacity.

    LONDON (Reuters) - Witnessing friends' vacations, love lives and work successes on Facebook can cause envy and trigger feelings of misery and loneliness, according to German researchers.

    A study conducted jointly by two German universities found rampant envy on Facebook, the world's largest social network that now has over one billion users and has produced an unprecedented platform for social comparison.

    The researchers found that one in three people felt worse after visiting the site and more dissatisfied with their lives, while people who browsed without contributing were affected the most.

    "We were surprised by how many people have a negative experience from Facebook with envy leaving them feeling lonely, frustrated or angry," researcher Hanna Krasnova from the Institute of Information Systems at Berlin's Humboldt University told Reuters.

    "From our observations some of these people will then leave Facebook or at least reduce their use of the site," said Krasnova, adding to speculation that Facebook could be reaching saturation point in some markets.

    Researchers from Humboldt University and from Darmstadt's Technical University found vacation photos were the biggest cause of resentment with more than half of envy incidents triggered by holiday snaps on Facebook.

    Social interaction was the second most common cause of envy as users could compare how many birthday greetings they received to those of their Facebook friends and how many "likes" or comments were made on photos and postings.

    "Passive following triggers invidious emotions, with users mainly envying happiness of others, the way others spend their vacations and socialize," the researchers said in the report "Envy on Facebook: A Hidden Threat to Users' Life Satisfaction?" released on Tuesday.

    "The spread and ubiquitous presence of envy on Social Networking Sites is shown to undermine users' life satisfaction."

    They found people aged in their mid-30s were most likely to envy family happiness while women were more likely to envy physical attractiveness.

    These feelings of envy were found to prompt some users to boast more about their achievements on the site run by Facebook Inc. to portray themselves in a better light.

    Men were shown to post more self-promotional content on Facebook to let people know about their accomplishments while women stressed their good looks and social lives.

    The researchers based their findings on two studies involving 600 people with the results to be presented at a conference on information systems in Germany in February.

    The first study looked at the scale, scope and nature of envy incidents triggered by Facebook and the second at how envy was linked to passive use of Facebook and life satisfaction.

    The researchers said the respondents in both studies were German but they expected the findings to hold internationally as envy is a universal feeling and possibly impact Facebook usage.

    "From a provider's perspective, our findings signal that users frequently perceive Facebook as a stressful environment, which may, in the long-run, endanger platform sustainability," the researchers concluded.

    As Israelis vote, peace seems distant

    (AP) ? Benjamin Netanyahu seems poised for re-election as Israel's prime minister in Tuesday's voting, the result of the failure of his opponents to unite behind a viable candidate against him ? and the fact that most Israelis no longer seem to believe it's possible to reach a peace settlement with the Palestinians.

    The widely held assumption of a victory by Netanyahu comes despite his grim record: there is no peace process, there is growing diplomatic isolation and a slowing economy, and his main ally has been forced to step down as foreign minister because of corruption allegations.

    Even so, Netanyahu has managed to convince many Israelis that he offers a respectable choice by projecting experience, toughness and great powers of communication in both native Hebrew and flawless American English.

    He was also handed a gift by the opposition. Persistent squabbling by main figures divided among main parties in the moderate camp has made this the first election in decades without two clear opposing candidates for prime minister. Even Netanyahu's opponents have suggested his victory is inevitable.

    "His rivals are fragmented," said Yossi Sarid, a dovish former Cabinet minister who now writes a column for the Haaretz newspaper. "He benefits by default," he told The Associated Press in an interview.

    The confusion and hopelessness that now characterize the issue of peace with the Palestinians has cost the moderates their historical campaign focus.

    Many Israelis are disillusioned with the bitter experience of Israel's unilateral pullout from the Gaza Strip in 2005 that led to years of violence. Others believe Israel's best possible offers have been made and rejected already, concluding that they cannot meet the Palestinians' minimal demands.

    Former Prime Minister Ehud Olmert has said in 2008 he offered the Palestinians roughly 95 percent of the West Bank, and additional territory from Israel in a "land swap." He also said he offered shared control of Jerusalem, including its holy sites. The Palestinians have disputed some of Olmert's account and suggested they could not close a deal with a leader who was by then a lame duck.

    "There can't be peace because we've tried everything already. All the options have been exhausted. They apparently don't want to make peace, said Eli Tzarfati, a 51-year-old resident of the northern town of Migdal Haemek. "It doesn't matter what you give them ? it won't be enough."

    Tzarfati expressed what seems to be a common sentiment.

    A poll conducted last week in Israel by the New Wave Polling Research Institute found that 52 percent of respondents support the establishment of a Palestinian state alongside Israel as part of a peace agreement. Yet 62 percent said they do not believe the Palestinian president, Mahmoud Abbas, is a partner for peace ? and an identical number said it is not possible to reach a peace agreement. The survey questioned 576 people and had a margin of error of 4.1 percent.

    In the absence of peace talks, those who wanted to end Israel's occupation of Palestinian lands used to speak of a unilateral pullout from at least some of the territories. But that idea has been mostly removed from the table because of the Gaza pullout, which led to the territory's takeover by Hamas militants and years of rocket fire into Israel.

    This situation leaves many Israelis at a loss over what to do next.

    Since most of the Palestinians are now living in autonomous zones inside the West Bank and prevented from entering Israel, and violence has largely subsided, the most attractive option to Israelis seems to be ignoring the issue.

    That is what the main opposition party chose to do in this campaign. Labor Party leader Shelly Yachimovich has mostly focused on a populist social message in hopes of attracting working-class citizens who might otherwise vote for the hard-liners. In the past, Labor has been the leader of Israel's peace camp.

    Another member of the moderate camp, former TV personality Yair Lapid, argues primarily for ending the costly government subsidies and draft exemptions granted to Israel's ultra-Orthodox minority.

    Only one party with national leadership ambitions, the new "Movement" formed by former Foreign Minister Tzipi Livni, has made Mideast peace the centerpiece of its campaign. Polls show the party gaining little traction.

    Sarid dismissed current public opinion as a "weather vane" that can easily shift.

    "Israel has gone to war seven, eight times. It never despaired of going to war," he said. "If after seven attempts at war you don't despair, and after the first attempt at peace you do, that seems strange, no?"

    Whatever the results for individual parties, the operative question is whether all the right-wing parties together can secure at least 61 seats of the 120 in parliament, the minimum for a majority coalition. Although all polls predict they will, several major polls last Friday showed the right with only 63 seats, versus 57 for the parties of the center-left.

    Though the trend has been constant, the gap falls close to the margin of error of the polls, and they have been wrong in the past.

    Should the right wing and religious parties fail to muster a majority, there will be a mad scramble on the center-left to try to form a coalition on their own. Under such a shocking result, the prime minister could end up being Yachimovich, a former radio journalist who admitted once backing Israel's Communist party.

    Netanyahu has maintained a lead with a message that the country needs a tough-minded and experienced leader to face down dangers including the Iranian nuclear program, potentially loose chemical weapons in Syria and the rise of fundamentalist Islam in Egypt and other countries in the Arab Spring.

    By comparison, the Palestinian issue seems less important to many Israelis.

    Netanyahu's Likud-Yisrael Beitenu alliance is dominated by lawmakers who say the conflict can be managed, but not resolved. The surging pro-settler Jewish Home party has gone even further. It advocates annexation of large chunks of the West Bank, the heartland of any future Palestinian state.

    Critics warn that Israelis are ignoring the issue at their peril. First, there are increasing signs that the current lull in violence may be temporary ? both because the Palestinian street is getting frustrated and because Abbas' Palestinian Authority may cease the security cooperation which even Israeli officials have credited with the halt in violence.

    Beyond that, there is a persistent chorus warning that the status quo is ultimately self-defeating for Israel because the default outcome is a single entity in the Holy Land ? comprising Israel and all the areas it seized in the 1967 war. Based on current birthrates, most experts believe that Arabs would soon be the majority.

    Palestinian officials say that Abbas has repeatedly warned Israeli visitors in recent months that Israel could end up like an "apartheid-style" state with a Jewish minority ruling over a disenfranchised Arab majority. At that point, the Arabs would turn their struggle away from independence and instead seek equality in a single state.

    "Sooner or later the Israeli public should come to the realization that the longevity, security and legitimacy of their state are dependent on their treatment of the Palestinian people and their commitment to peace and justice, not to the subjugation of a whole nation," Hanan Ashrawi, a senior official in the Palestine Liberation Organization, wrote in Haaretz.
