Exit polls show center-left leading national vote

ROME (AP) ? Exit polls show Pier Luigi Bersani's center left coalition leading a national vote that is testing Italians' resolve to stay the course of painful economic reform.

Sky Italia says Bersani's coalition has taken 35.5 percent of the vote for the lower house of parliament, ahead of the center-right coalition under former Premier Silvio Berlusconi with 29 percent.

The poll by Tecne' has a margin of error of plus or minus 2.5 percent.

A political movement founded by comic-turned-political agitator Beppe Grillo is projected to take 19 percent of the vote, while outgoing Premier Mario Monti's centrist coalition has 9.5 percent.

Polls closed at 1400 GMT, ending two days of voting. The first projections based on partial vote counts are expected in coming hours.

New ATO contracting reporting requirements ? FM Magazine

Businesses in the building and construction industry now have to report to the Australian Taxation Office (ATO) the total amount they have paid contractors each year for building and construction services.

The Australian Taxation Office (ATO) has issued a statement noting that from 1 July 2012 businesses in the building and construction industry will have to report to them the total amount they have paid contractors each year for building and construction services. The ATO states that it?will compare this information with the income contractors in the building and construction industry?have included in their tax returns.
The information to be reported each year by businesses that paid contractors?in the building and construction industry?will be:

  • the contractor?s Australian business number (ABN)
  • the contractor?s?name
  • the contractor?s?address, and
  • the total amount paid to the contractor,?including any GST.

The statement issued by the ATO urges contractors to make sure they:

  • lodge their 2012-13 tax return by the due date and include all their income
  • lodge any prior years? tax returns as soon as possible, and
  • consider making a voluntary disclosure if they think they have made a mistake in a previously lodged tax return (where they voluntarily advise the ATO of any errors or omissions, any penalties that apply may be reduced).

John Leonard, assistant commissioner of the ATO, states that these new reporting requirements have been introduced to create a level playing field for businesses and improve tax fairness within the industry. ?Contractors who fail to meet their tax obligations can gain an unfair competitive advantage,? Leonard states.??We will use the information reported to detect contractors who have not lodged tax returns or failed to include all their income in tax returns lodged.?

A newly formed team in the 65-and-over Western Wayne County Suburban Softball League is seeking slow-pitch players the summer season, which runs from May through August.

The league is governed by ASA senior slow-pitch rules. A nominal fee will be assessed to cover incidental team and league expenses.

Commission Report Features Financing in Recommendations to Double U.S. Energy Efficiency

The Alliance to Save Energy?s Commission on National Energy Policy included financing as one of the central recommendations in its recent report, ?Energy 2030: Doubling U.S. Energy Productivity by 2030.? The commission consists of some of the key leaders in energy policy and business in the United States.

The commission?s plan would use financing programs and policies to unleash hundreds of billions of dollars of capital to support trillions of dollars of potential energy savings.

According to the commission, energy savings performance contracts and utility energy service contracts, which focus on government-owned buildings, are the main energy efficiency financing methods which are active in the market. Although these models work well, their scope is not broad enough to have a broad nationwide impact on energy efficiency.

To open the door to new energy efficiency financing opportunities, the commission recommends:

  • creating a secondary market for efficiency loans
  • setting up state and local programs to resell loans to investors in secondary markets
  • initiating on-bill repayment and on-bill financing programs
  • improving federal regulations to support financing efficiency through property taxes and trusts
  • attaching energy efficiency incentives to mortgages
  • setting up tax policies that encourage industrial investment in efficiency
  • increasing real estate buyers? awareness through ratings and information
  • providing customers with their energy use data

Creating a Secondary Market

There is no robust secondary market for energy efficiency loans because there is no uniform system for evaluating these loans. In secondary markets, investors buy loans which have already been issued. If institutional investors could buy large quantities of energy efficiency loans, that would create a market for energy efficiency lending.

To remove this barrier and allow investors access to the market, the commission recommends that consistent underwriting guidelines, contract language, and data requirements for energy efficiency investment be developed.

The report also recommends that state and local governments set up programs to resell groups of loans to investors in secondary markets. These programs would be similar to the new Warehouse for Energy Efficiency Loans (WHEEL) program.

Revising Policies and Initiating Programs

New state and local programs could use on-bill repayment or property taxes to fund energy efficiency. On-bill repayment programs provide customers with the opportunity to pay for energy efficiency improvements over time through their utility bills. Third-party lenders pay for the upfront costs. On-bill financing programs are similar to on-bill repayment programs, but are financed by utility or ratepayer capital.

Revising federal regulations could make it easier for energy efficiency financing to develop. For example, real estate investment trusts are one potential vehicle for efficiency.

Improving federal regulations related to residential property assessed clean energy (PACE) would remove the current roadblocks that obstruct these programs. Federal constraints do not exist for commercial PACE.

Federal regulations could also build energy efficiency incentives into mortgage programs. If mortgage programs included incentives for energy efficiency, that would steer the housing market toward more efficient choices. It would also encourage people to retrofit their homes before selling them.

Changing federal tax policies could encourage industries to engage in capital investments which might also support energy efficiency. These policies could also target specific energy efficiency measures.

Making Efficiency Information Visible

The commission recommends increasing awareness of energy efficiency on a national level. Making energy data transparent, available and easy to understand is one step toward improving public understanding of energy use. It is also important for financial markets, which need high-quality data on the actual energy savings associated with various types of energy efficiency projects.

Energy efficiency rating systems for buildings can give real estate buyers and sellers a visual incentive to pay attention to energy use. Manufacturers can also use ratings for appliances and other products.

Allowing utility customers and third parties access to standardized energy data can empower customers to track their energy savings. For this approach to succeed, state regulators would need to set up rules to ensure customer privacy.

Russian asteroid highlights astronomers' challenge: Predicting such space objects

Astronomers have cataloged about 95 percent of the space objects wider than half a mile?? those that could destroy civilization.?But they have found less than 1 percent of the objects 100 feet across or larger, a class that includes the asteroid that?flitted past Earth on Friday.

The unexpected appearance and explosion of a small asteroid over Russia's Ural Mountains on Friday highlights the challenges astronomers face as they try to get a better handle on the risk Earth faces from objects whose orbits bring them uncomfortably close to Earth, or even cross Earth's orbit.

In their hunt to identify such near-Earth objects wider than half a mile across ? potential civilization busters if one were to strike Earth ? astronomers have cataloged about 95 percent of the objects in this size class during the past 15 years.

But they have found less than 1 percent of the objects 100 feet across or larger, a class that includes the asteroid 2012 DA14. This object flitted past Earth Friday afternoon Eastern Standard Time a scant 17,200 miles from Earth ? a record for a known object of its size.

At 150 feet across, 2012 DA14 is comparable in size to the object that exploded over the Tunguska River in Siberia in 1908. The shock wave flattened 820 square miles of forest ? an area about the size of greater Tampa-St. Petersburg.

The asteroid over Russia's Chelyabinsk region Friday was smaller still, estimated to span about 50 feet and weigh about 7,000 metric tons before it exploded into fragments high above the ground. The shock wave shattered windows in three major cities in the region, damaged a zinc factory, and inflicted mostly minor injuries on more than 950 people.

Nobody saw the object coming.

It's enough to make some lawmakers wince. On Friday, Lamar Alexander (R) of Tennessee and chairman of the House Science Space, and Technology Committee, issued a statement regarding the two events which noted that the committee will hold hearings in the near future to explore ways to improve efforts to detect asteroids as well as to deal with any deemed a potential threat to the planet.

Given the size of the Chelyabinsk asteroid, astronomers estimate that an event like this occurs on average every 100 years. Yet smaller objects also can arrive with little or no warning, and explode in a loud, spectacular fashion, even with no damage on the ground. And they hit more frequently.

These surprise visitors are among the near-Earth objects that keep Kalait Ramesh awake at night.

"Historically, we've had relatively low population density. These things tended to happen in areas where nobody sees them or nobody remembers them," says Dr. Ramesh, a professor of mechanical engineering at the Johns Hopkins University whose studies of stress on various materials has led him to include asteroids in the mix of materials.

"But as our population's gone up, it's gotten to the point where these things can have a big impact. My biggest worry is that this will happen in a place where there is significant political instability or two countries on the verge of a war," he says.
