Is 'Blind Love' Too Much of a Good Thing? | World of Psychology

Is Blind Love Too Much of a Good Thing? In his play The Merchant of Venice, Shakespeare wrote, ?But love is blind, and lovers cannot see / The pretty follies that themselves commit? (2.6.36-37).

Clearly, people have been perceiving love as a force incapable of perceiving the flaws of others for hundreds, if not thousands, of years. Even a verse in the Bible states that ?[love] keeps no record of wrongs. Love does not delight in evil but rejoices in the truth? (1 Corinthians 13:5-6).

But here lies the conundrum: how can love both ?rejoice in the truth? and ?keep no record of wrongs?? Wouldn?t ignoring the wrongdoings of love be an untruthful perception of it?

And yet this is the theory behind the love-is-blind bias.

The love-is-blind bias describes the tendency to perceive those we love (particularly those we love romantically) in an extra-positive, but also less realistic, light. These so-called ?positive illusions? were first specifically analyzed by psychologists Shelley Taylor and Johnathon Brown in 1988. They concluded that an individual?s blindness to another person?s flaws is actually correlated with greater psychological well-being of that individual.

Since this discovery, many researchers have corroborated the beneficial effects of positive illusions in romantic relationships. However, as this topic unfolded, research has also questioned the flip side of love: what happens after disillusionment? After all, positive illusions can only take you so far.

Although positive illusions, or experiences of the ?love-is-blind bias,? can be correlated with level of satisfaction in the relationship, Swami et al. (2009) discovered a negative relationship between the degree of blind love and relationship length. This suggests that as a relationship progresses and an individual gets to know her or his partner better (or possibly with decreasing satisfaction derived from the relationship), the love-is-blind bias may decrease in strength.

But if this glowing perspective decreases as time passes, wouldn?t the perceived quality of the relationship also decline?

After the positive illusions have diminished, one might start to look for better alternatives to the person they once thought was ?perfect.? At this point, the satisfaction and commitment to the relationship would also be compromised and the relationship might be worse off than if those positive illusions had never existed in the first place.

In a more recent study, Swami and his colleagues discovered a positive correlational relationship between positive illusions in relationships and certain types of jealousy, especially anxious jealousy (2012). Anxious jealousy refers to a process where an individual ruminates about the possibility of a mate?s infidelity, and experiences feelings of anxiety, suspicion, worry, and distrust (Barelds & Dijkstra, 2006). After all, if you perceive your partner as perfect, wouldn?t you be concerned that others perceive him this way as well?

But what about even more extreme cases of disillusionment? What happens after Adam betrays Eve?

In cases of relationship betrayal, commitment to the relationship, rather than positive illusions of the other, tends to be the strongest motivation for forgiveness and continuing the relationship (Finkel et al., 2002). After all, without true commitment to each other, a relationship based on positive illusions alone is merely a fatuous love and cannot be sustained in the long term.

This situation certainly holds true for many celebrity relationships, which are typically short-lived and end in some sort of grand catastrophe such as infidelity. Since celebrities are the ultimate icons of positive illusions, it?s easy to understand how a relationship could be built on false impressions and quickly become unsustainable.

In general, it seems that positive illusions might be beneficial during the ?honeymoon? phase of the relationship. But after that stage is over, acceptance of the other?s flaws, not just overlooking them, is truly what will sustain a healthy and prosperous relationship.

Matt Riddle cut from the UFC after second positive test for marijuana

Last week, Matt Riddle talked about how he mended fences with UFC brass over his positive test for marijuana. This week? He tested positive again and lost his job. According to MMA Junkie, Riddle tested positive for marijuana after his UFC on Fuel 7 bout with Che Mills, and was then cut from the UFC. Riddle also tested positive at UFC 149.

While it's true that Riddle has a medical marijuana card in Nevada, he knew full well that the UFC tested for the drug. Whether that drug should be banned is not the point. It is, Riddle knows it's banned, and Riddle broke the rules.

If your boss banned red shirts for no reason at all and you were suspended for wearing your favorite red shirt to work, are you going to wear it again? Yes, you can talk about how your boss is crazy for banning red shirts and work to change his mind on red shirts, but you can't wear the shirt and expect to slide by.

It's also important for UFC fighters to walk the line these days as the promotion looks to trim their roster. UFC president Dana White recently noted that they have approximately 100 fighters to trim from their roster. Riddle made it too easy for them to pick his name.

UPDATE: The UFC released a statement on Riddle's release, which reads in full:

Matthew Riddle tested positive for marijuana metabolites following his bout at UFC on FUEL TV 7 in London, England on February 16, 2013. This is Riddle?s second failed drug test for marijuana within the past seven months. Riddle previously failed a post-fight drug test due to marijuana following his UFC 149 victory over Chris Clements.

As such, the UFC organization is exercising its right to terminate Riddle for breach of his obligations under his Promotional Agreement as well as the UFC Fighter Conduct Policy. The UFC organization has a strict, consistent policy against the use of any illegal and/or performance-enhancing drugs, stimulants or masking agents. The outcome of the bout against Che Mills was changed to a no contest and the results of the positive test will be reported to the official Association of Boxing Commissions MMA record-keeper.

TORONTO, ON University of Toronto researchers won or shared honours in six of eight prize categories in this year's awards from the Natural Sciences and Engineering Research Council of Canada (NSERC), presented today in Ottawa.

The accolades represent an unprecedented performance by U of T scholars ranging across the academic life-cycle, from graduate students through rising stars in mid-career to lifetime achievers.

This is the third year in a row that a U of T researcher has won the Herzberg medal, NSERC's highest honour, given for sustained excellence and overall influence of research work conducted in Canada in the natural sciences or engineering. It is also the third year in a row that a U of T researcher has won the John C. Polanyi award, which honours an individual or team whose Canadian-based research has led to a recent outstanding advance in those fields.

The Council's marquee award, the $1-million Gerhard Herzberg Canada Gold Medal for Science and Engineering, went to Stephen Cook, University Professor Emeritus of computer science. A pioneering mathematician, Cook's ideas have spawned new fields of inquiry and he has made celebrated contributions to complexity theory, computational theory, algorithm design, programming languages and mathematical logic.

At U of T, Cook is known as an innovative teacher and has been awarded the title University Professor, the highest honour the institution bestows on its faculty.

"I extend very warm congratulations to all this year's winners from the University of Toronto," said U of T's president, Professor David Naylor. "I am especially gratified to see that our winners cover a range of disciplines and include students and colleagues from every phase of the academic life-cycle. This is not only a great day for the U of T research community.

"It is also a signpost of a bright future for natural sciences and engineering in Canada."

In addition to Cook, U of T researchers dominated almost every category of award given by NSERC.

"These nine students and faculty researchers exemplify the extraordinary breadth of research achievement at the University of Toronto," said Professor Paul Young, U of T's vice-president (research and innovation). "We're grateful to NSERC for honouring them with these prestigious awards."

The John C. Polanyi Award, which honours research that has led to a recent outstanding advance, went to Gregory Scholes of chemistry. Scholes's research has shown that quantum mechanics are involved in the capture and distribution of the sun's energy during photosynthesis. By studying the way organisms efficiently use the sun's energy, we could learn how to better convert the sun's energy to meet our own growing demand.

The Polanyi award was established in tribute to John Polanyi, a Nobel laureate who is himself a U of T researcher in the Department of Chemistry.

Three faculty members have won E.W.R. Steacie Memorial Fellowships, awarded to enhance the career development of outstanding and highly promising scientists and engineers who are faculty members of Canadian universities: Aneil Agrawal of ecology and evolutionary biology, Warren Chan of biomaterials and biomedical engineering, and Yu Sun of mechanical and industrial engineering.

Agrawal is one of the world's most promising evolutionary biologists. He investigates how harmful genetic mutations enter populations and may then be removed by different forms of selection, adding to our understanding of the evolutionary consequences of such mutations and promising practical benefits in medicine.

Chan is a global leader in nanotechnology and is breaking new ground using quantum dots in biomedical applications. He is leading the development of hand-held devices capable of screening for molecules that indicate the presence of pathogens, including HIV, Hepatitis B and C, malaria and syphilis.

Sun is an international leader in developing robotics and automation technologies for manipulating biomaterials. His research into automated processes for biological cell manipulation is revolutionizing how genetic studies, cancer research and clinical cell surgery and diagnostics are performed.

Paul Santerre of dentistry and biomaterials and biomedical engineering has won a Synergy Award for Innovation, which honours outstanding achievements in university-industry collaborations. His partnership with Interface Biologics is producing transformative biomedical polymers to make medical devices safer and more effective. They have created products ranging from catheter lines to polymer-coated stents for opening blocked arteries.

PhD student Melanie Mastronardi of chemistry is a winner of the Gilles Brassard Doctoral Prize for Interdisciplinary Research, given to the recipient of the NSERC Vanier Canada Graduate Scholarship who best exemplifies interdisciplinary research. She is developing greener and cheaper silicon-based nanocrystals, to address concern about the use of heavy metals in nanocrystal manufacturing. Her work will make an important contribution to the development of silicon as a nanomaterial for use in state-of-the-art smart phones, computers and other devices. Mastronardi works under the supervision of Geoffrey Ozin.

Master's student Christina Nona of pharmacology and toxicology and PhD student Graham Carey of electrical and computer engineering have each won an Andr Hamer Postgraduate prize. At the master's level, the prize is awarded to the four most outstanding candidates in the NSERC Vanier Canada Graduate Scholarship competition, and at the doctoral level to the single most outstanding candidate. Nona works under Jos Nobrega's supervision. Graham Carey works under the supervision of Ted Sargent.

Nona is researching two neural mechanisms found in the brain and the role they play in learning and memory. She is working toward treatment for people with maladaptive forms of learning and memory, such as those suffering from addictions. Her research will also help those with Alzheimer's disease and other cognitive illnesses.

Carey is exploring some of the key challenges in making quantum dot solar cell systems more efficient. Quantum dots are microscopic pieces of semiconductor that can be layeredlike paintonto a surface. He is looking at ways to improve the stability of each layer to minimize energy loss and increase efficiency.

Rangmunch.TV - Nakuul Mehta-Love and Relationships

This week we talk to Nakuul Mehta, the handsome hunk who plays Aditya on Star Plus's hit show Pyaar Ka Dard Hai. Lets see what his views on love and relationships are.

RM: What's the best way to ask a girl out n a valentine's day?

Nakuul: I have never asked a girl out on a valentine's day date so have no idea.

RM: Do you think there should be a specific day to celebrate love?

Nakuul: I think you should celebrate love everyday, but having said that,I don't think its overrated . I think it's good you have a day marked for love where you make an extra effort to express your love . I have no issues with days like Valentine day.

A71 nRM:What's your idea of a perfect date?

Nakuul : It's changed with time. In school it was just holding hands, in college the first girl I dated is the one I married .During that time if I could take her out for coffee, that was exciting. Now that we both are busy, seeing each other, do something together like coffee ,film ,dinner..it's special.

RM:When you get free time what do you both do ?

Nakuul: We both love food, and I love trying out new cuisine.

RM: Do you believe in karma ,soulmates and destiny?

Nakuul : Yes I do. It's funny actually. I read this book called Many Lies Many Masters and the I read another book by the same author. Love is real...And I totally bought the theory of karma. Back then when I saw my wife , I didn't know but had this strong feeling that said I would get married to to this girl.

RM: We're you sure that she would say yes ?

Nakuul : She didn't say yes, ..that's another story we should not get into ( laugh). girls should always believe in the fact they are attractive and desirable. ( laughs some more) so I was turned down the first time. But then I kept on trying as I knew she was my soulmate and I couldn't let it just go.

RM:Who do you think is more romantic? Men or Women?

Nakuul: It's depends from person to person. Women need to hear it more and men need to say it more .

RM: How does one know it's not lust but love ?

Nakuul: In the morning when you want to have breakfast together it's love, and when you want to leave its totally lust! ( laughs out loud )

14339576.cmsRM: Do you believe in falling in love completely or loosing yourself in love ?

Nakuul: It's a very poetic question. No answer at the moment , will have to think though ....

RM: What's the difference between being lonely and being single ?

Nakuul: you could be lonely in a relationship also, and being single is when you could date multiple girls. (laughs)

RM: Has your definition of love changed post marriage ?

Nakuul: Maybe to an extent. The responsibility factor increases. The care factor multiplies by many folds. But the essence is just the same .

RM: Do you remember what is the first thing you said to your wife ?

Nakuul: (thinks) infact I do. I had to think for a week for a good opening line ( laughs). We both were in Shamak Davar's class. She was in a much senior group than I was ..She was changing and I walked upto her and asked "Do you have a name ".. She gave me the most frozen look ever..

ce5a2336f98f398b81d3df463205d315RM: How important is it to say out your feelings ?

Nakuul: I think it's very import at to verbalise your feelings.

RM: Do you think unconditional love exists in this world ?

Nakuul: Yes.. Parents have it for their children...

RM :Would you give up on a relationship just because the horoscopes said so ?

Nakuul: Never!

RM:What do you think of love in the virtual world ?

Nakuul: it's lust !! ( bursts out laughing ) one goes by DP on Facebook but it s never the same in real.

RM:Do you think familiarity breeds contempt?

Nakuul: not in my case

RM: Would you sacrifice the thing you loved the most for the one you loved the most ?

Nakuul: tough!!..maybe ....

RM:What puts you off in a relationship?

Nakuul: dishonesty

RM:What are your priorities in a relationship?

Nakuul: The way we look at life should somehow match ..it should be about the people in a relationship first and not things around us.

On that note we say bye to the actor who always warmly greets us has interesting things to say at all times! Hope you enjoyed reading this as much as we did conducting this interview session.

Maine man can whistle, but he must keep moving

PORTLAND, Maine (AP) ? A man charged with disorderly conduct for his loud whistling in downtown Portland has reached a deal with the city ? he can whistle, but he can't linger in one spot.

Robert Smith, of Westbrook, has been cited by police twice in the past year after businesses complained. He pleaded guilty last summer and reached a deal with the city in which he can keep whistling as long as he's moving.

Smith maintains that his whistling ? audible a block away ? is protected free speech and usually brings smiles.

"God is showing me what I'm doing is OK," he told The Portland Press Herald (http://bit.ly/15e6AEN). "He shows me every day with laughter."

But downtown businesses have complained about the 32-year-old Smith's never-ending noise-making.

Janis Beitzer, of the Portland Downtown District, understands why some business owners are upset.

"Just like if somebody plays an instrument in front of your business or has the radio on constantly, it's irritating," Beitzer said.

Smith said he works a construction job during the summer, but when he's not working he usually takes a bus into Portland and walks downtown streets from about 9 a.m. to 5 p.m., wearing a baseball cap, wrap-around sunglasses and a backpack while listening to classic rock and oldies through his headphones.

As he walks the streets, some people laugh and smile. But others scowl or roll their eyes in disgust, making rude comments after passing by.

In a plea agreement last summer, Smith pleaded guilty to disorderly conduct and agreed to no longer whistle while standing in one place. As long as he's walking while he whistles, authorities agreed not to bother him.

The prosecutor, Trish McAllister, disagreed that Smith's whistling is protected by the First Amendment. A Portland city ordinance says whistling, hooting and other unnecessary noises that "annoy, disturb or injure the health, peace or safety of others" are forms of disorderly conduct.

"The judge and I viewed this as a behavioral issue," she said. "(Smith) was aggressive. He would follow people who gave him a wrong look."

Dubai officials block Bahrain-based AP journalist

DUBAI, United Arab Emirates (AP) ? Two Bahrain-based journalists, including a reporter for The Associated Press, were blocked from entering the United Arab Emirates on Monday under apparent new restrictions by Gulf Arab states.

Reem Khalifa and her husband, Mansoor al-Jamri, chief editor for Bahrain's independent Al Wasat newspaper, said they were told by authorities at Dubai International Airport that they were on a list to deny entry.

No further explanations were immediately given, but it appears part of tighter coordination between Gulf allies to control and monitor journalists, activists and others in the region.

Like all Gulf partners, the UAE has expanded crackdowns on perceived political dissent since the Arab Spring, including charging 94 people last month with conspiring to overthrow the ruling system. But it still remains among the most open countries in the Gulf for journalists, researchers and scholars.

Bahrain's 2-year-old uprising is a critical issue for Gulf leaders, who want to safeguard the ruling families across the region.

Khalifa and her husband ? on a private visit to Dubai ? closely cover Bahrain's struggles between majority Shiites and the Sunni rulers in the strategic kingdom, which is home to the U.S. Navy's 5th Fleet.

Khalifa had visited Dubai last year without incident. Al-Jamri was among the winners in 2011 of the International Press Freedom Award by the Committee to Protect Journalists.

A senior UAE official said airport immigration issues fall under Dubai police, which had no immediate comment. Bahrainis and other citizens from the six-nation Gulf Cooperation Council ? as well as many Western passport holders ? can enter the UAE without a pre-arranged visa.

Bahrain, however, has imposed a special journalist visa that has sharply limited outside media access to the country.

Last week, the UAE also denied entry to a prominent academic from the London School of Economics who was scheduled to speak about Bahrain at a conference on the Arab Spring.

The UAE's Foreign Ministry said Monday that Kristian Coates Ulrichsen was not allowed into the country because his work has been critical of Bahrain's monarchy, which is closely backed by other Gulf leaders. The UAE said "non-constructive" views on Bahrain are unwelcome.

Graphene: A material that multiplies the power of light

Feb. 24, 2013 ? Bottles, packaging, furniture, car parts... all made of plastic. Today we find it difficult to imagine our lives without this key material that revolutionized technology over the last century. There is wide-spread optimism in the scientific community that graphene will provide similar paradigm shifting advances in the decades to come. Mobile phones that fold, transparent and flexible solar panels, extra thin computers... the list of potential applications is endless.

The most recent discovery published in Nature Physics and made by researchers at the Institute of Photonic Science (ICFO), in collaboration with Massachusetts Institute of Technology, USA, Max Planck Institute for Polymer Research, Germany, and Graphenea S.L. Donostia-San Sebastian, Spain, demonstrate that graphene is able to convert a single photon that it absorbs into multiple electrons that could drive electric current (excited electrons) -- a very promising discovery that makes graphene an important alternative material for light detection and harvesting technologies, now based on conventional semiconductors like silicon.

"In most materials, one absorbed photon generates one electron, but in the case of graphene, we have seen that one absorbed photon is able to produce many excited electrons, and therefore generate larger electrical signals" explains Frank Koppens, group leader at ICFO. This feature makes graphene an ideal building block for any device that relies on converting light into electricity. In particular, it enables efficient light detectors and potentially also solar cells that can harvest light energy from the full solar spectrum with lower loss.

The experiment consisted in sending a known number of photons with different energies (different colors) onto a monolayer of graphene. "We have seen that high energy photons (e.g. violet) are converted into a larger number of excited electrons than low energy photons (e.g. infrared). The observed relation between the photon energy and the number of generated excited electrons shows that graphene converts light into electricity with very high efficiency. Even though it was already speculated that graphene holds potential for light-to-electricity conversion, it now turns out that it is even more suitable than expected!" explains Tielrooij, researcher at ICFO.

Although there are some issues for direct applications, such as graphene's low absorption, graphene holds the potential to cause radical changes in many technologies that are currently based on conventional semiconductors. "It was known that graphene is able to absorb a very large spectrum of light colors. However now we know that once the material has absorbed light, the energy conversion efficiency is very high. Our next challenge will be to find ways of extracting the electrical current and enhance the absorption of graphene. Then we will be able to design graphene devices that detect light more efficiently and could potentially even lead to more efficient solar cells." concludes Koppens.

Scientists, industries and the European Commission are so convinced of the potential of graphene to revolutionize the world economy that they promise an injection of ?1.000 million in graphene research.

Stopping the spread of a plague

Imagine, for a moment, that a plague has ravaged the Developed World, but has not yet established its grip on the Developing Nations. If the world's leaders in public health came together for two days at Harvard to map out a campaign to prevent the plague's spread, wouldn't you want to cover that meeting?

February 26 and 27, under the auspices of the World Health Organization and Harvard University, representatives of more than two dozen nations, the African Union, the European Union and numerous other public health and international organizations will meet at the Radcliffe Institute for Advanced Study, in Cambridge, MA, to lay the ground work for preventing one billion projected deaths by the end of this century all caused by the spread of tobacco smoking to the Developing World.

The major purpose of the conference is to prevent the global tobacco industry from using its wealth and power to thwart passage of laws based on the World Health Organization's (WHO) Framework Convention for Tobacco Control (FCTC) in developing nations. The industry undermines national laws through trade challenges or complaints to the World Trade Organization (WTO), claiming that they violate trade treaties.

Julio Frenk, Dean of the Harvard School of Public Health and former Health Minister of Mexico, has said that "to end the tobacco epidemic once and for all, we must clearly present the facts that tobacco wreaks havoc on both public health and the economic health and development of nations. The two are interdependent. This meeting presents an enormous opportunity to prevent the plague of smoking from ravaging the developing world as it already has ravaged the more developed nations."

And Nkosazana Dlamini-Zuma: Chairperson of the African Union Commission, has called on the conference leaders "to prevent the global tobacco industry from transferring the burden of tobacco-induced death and disease from developed countries to Africa."

"Thanks to the tobacco industry, tobacco use killed 100 million people last century," said John R. Seffrin, PhD, chief executive officer of the American Cancer Society. "If we don't become more aggressive towards the industry, they will claim one billion people this century. We know how to stop this pandemic - with good science, good governance, and political determination. The question is, will we take the necessary steps to do so?"

In addition to Frenk, Dlamini-Zuma, and Seffrin, presenters at this two day conference will include Dr. Margaret Chan, Director-General of the World Health Organization, Vesile Kulao?lu, Director, Trade and Environment Division, World Trade Organization and Nicola Roxon, MP, Former Attorney General and Minister of Health of Australia, as leading academics, public health officials, and anti-tobacco campaigners from Russia, India, Kenya, Canada, Chile, Thailand, and other nations.

Hot sauce king dies at age 68

By Jane Sutton, Reuters

Paul McIlhenny, the chairman and chief executive of the Louisiana company that makes Tabasco brand pepper sauce, has died at age 68, the McIlhenny Co said on Sunday.

McIlhenny died on Saturday, the family-owned company said in a news release that described him as "a true bon vivant" whose passions included hunting, fishing, wine-tasting and game cooking.

He was a sixth-generation member of the McIlhenny family to live on Avery Island in the southern Louisiana bayou, and a fourth-generation member to produce pepper sauces sold worldwide under the Tabasco brand.

The McIlhenny company was founded in 1868 on Avery Island. It supplies hot sauce to the U.S. presidential plane Air Force One and to Britain's royal family, the Times-Picayune newspaper said on its website.

Paul McIlhenny joined the company in 1967 and directly oversaw the production of its sauces for 13 years, expanding both its line of spicy sauces and the array of aprons, neckties and other merchandise bearing the familiar red-and-green Tabasco logo.

He spent much of his time in New Orleans and in 2006 he reigned as Rex, the first King of Carnival during Mardi Gras celebrations after the city was devastated by Hurricane Katrina.

"All of McIlhenny Company and the McIlhenny and Avery families are deeply saddened by this news," said Tony Simmons, president of McIlhenny Co and fifth-generation McIlhenny family member. "We will clearly miss Paul's devoted leadership but will more sorely feel the loss of his acumen, his charm and his irrepressible sense of humor."

New ATO contracting reporting requirements ? FM Magazine

Businesses in the building and construction industry now have to report to the Australian Taxation Office (ATO) the total amount they have paid contractors each year for building and construction services.

The Australian Taxation Office (ATO) has issued a statement noting that from 1 July 2012 businesses in the building and construction industry will have to report to them the total amount they have paid contractors each year for building and construction services. The ATO states that it?will compare this information with the income contractors in the building and construction industry?have included in their tax returns.
The information to be reported each year by businesses that paid contractors?in the building and construction industry?will be:

  • the contractor?s Australian business number (ABN)
  • the contractor?s?name
  • the contractor?s?address, and
  • the total amount paid to the contractor,?including any GST.

The statement issued by the ATO urges contractors to make sure they:

  • lodge their 2012-13 tax return by the due date and include all their income
  • lodge any prior years? tax returns as soon as possible, and
  • consider making a voluntary disclosure if they think they have made a mistake in a previously lodged tax return (where they voluntarily advise the ATO of any errors or omissions, any penalties that apply may be reduced).

John Leonard, assistant commissioner of the ATO, states that these new reporting requirements have been introduced to create a level playing field for businesses and improve tax fairness within the industry. ?Contractors who fail to meet their tax obligations can gain an unfair competitive advantage,? Leonard states.??We will use the information reported to detect contractors who have not lodged tax returns or failed to include all their income in tax returns lodged.?

Commission Report Features Financing in Recommendations to Double U.S. Energy Efficiency

The Alliance to Save Energy?s Commission on National Energy Policy included financing as one of the central recommendations in its recent report, ?Energy 2030: Doubling U.S. Energy Productivity by 2030.? The commission consists of some of the key leaders in energy policy and business in the United States.

The commission?s plan would use financing programs and policies to unleash hundreds of billions of dollars of capital to support trillions of dollars of potential energy savings.

According to the commission, energy savings performance contracts and utility energy service contracts, which focus on government-owned buildings, are the main energy efficiency financing methods which are active in the market. Although these models work well, their scope is not broad enough to have a broad nationwide impact on energy efficiency.

To open the door to new energy efficiency financing opportunities, the commission recommends:

  • creating a secondary market for efficiency loans
  • setting up state and local programs to resell loans to investors in secondary markets
  • initiating on-bill repayment and on-bill financing programs
  • improving federal regulations to support financing efficiency through property taxes and trusts
  • attaching energy efficiency incentives to mortgages
  • setting up tax policies that encourage industrial investment in efficiency
  • increasing real estate buyers? awareness through ratings and information
  • providing customers with their energy use data

Creating a Secondary Market

There is no robust secondary market for energy efficiency loans because there is no uniform system for evaluating these loans. In secondary markets, investors buy loans which have already been issued. If institutional investors could buy large quantities of energy efficiency loans, that would create a market for energy efficiency lending.

To remove this barrier and allow investors access to the market, the commission recommends that consistent underwriting guidelines, contract language, and data requirements for energy efficiency investment be developed.

The report also recommends that state and local governments set up programs to resell groups of loans to investors in secondary markets. These programs would be similar to the new Warehouse for Energy Efficiency Loans (WHEEL) program.

Revising Policies and Initiating Programs

New state and local programs could use on-bill repayment or property taxes to fund energy efficiency. On-bill repayment programs provide customers with the opportunity to pay for energy efficiency improvements over time through their utility bills. Third-party lenders pay for the upfront costs. On-bill financing programs are similar to on-bill repayment programs, but are financed by utility or ratepayer capital.

Revising federal regulations could make it easier for energy efficiency financing to develop. For example, real estate investment trusts are one potential vehicle for efficiency.

Improving federal regulations related to residential property assessed clean energy (PACE) would remove the current roadblocks that obstruct these programs. Federal constraints do not exist for commercial PACE.

Federal regulations could also build energy efficiency incentives into mortgage programs. If mortgage programs included incentives for energy efficiency, that would steer the housing market toward more efficient choices. It would also encourage people to retrofit their homes before selling them.

Changing federal tax policies could encourage industries to engage in capital investments which might also support energy efficiency. These policies could also target specific energy efficiency measures.

Making Efficiency Information Visible

The commission recommends increasing awareness of energy efficiency on a national level. Making energy data transparent, available and easy to understand is one step toward improving public understanding of energy use. It is also important for financial markets, which need high-quality data on the actual energy savings associated with various types of energy efficiency projects.

Energy efficiency rating systems for buildings can give real estate buyers and sellers a visual incentive to pay attention to energy use. Manufacturers can also use ratings for appliances and other products.

Allowing utility customers and third parties access to standardized energy data can empower customers to track their energy savings. For this approach to succeed, state regulators would need to set up rules to ensure customer privacy.

Russian asteroid highlights astronomers' challenge: Predicting such space objects

Astronomers have cataloged about 95 percent of the space objects wider than half a mile?? those that could destroy civilization.?But they have found less than 1 percent of the objects 100 feet across or larger, a class that includes the asteroid that?flitted past Earth on Friday.

The unexpected appearance and explosion of a small asteroid over Russia's Ural Mountains on Friday highlights the challenges astronomers face as they try to get a better handle on the risk Earth faces from objects whose orbits bring them uncomfortably close to Earth, or even cross Earth's orbit.

In their hunt to identify such near-Earth objects wider than half a mile across ? potential civilization busters if one were to strike Earth ? astronomers have cataloged about 95 percent of the objects in this size class during the past 15 years.

But they have found less than 1 percent of the objects 100 feet across or larger, a class that includes the asteroid 2012 DA14. This object flitted past Earth Friday afternoon Eastern Standard Time a scant 17,200 miles from Earth ? a record for a known object of its size.

RECOMMENDED:?Are you scientifically literate? Take our quiz

At 150 feet across, 2012 DA14 is comparable in size to the object that exploded over the Tunguska River in Siberia in 1908. The shock wave flattened 820 square miles of forest ? an area about the size of greater Tampa-St. Petersburg.

The asteroid over Russia's Chelyabinsk region Friday was smaller still, estimated to span about 50 feet and weigh about 7,000 metric tons before it exploded into fragments high above the ground. The shock wave shattered windows in three major cities in the region, damaged a zinc factory, and inflicted mostly minor injuries on more than 950 people.

Nobody saw the object coming.

It's enough to make some lawmakers wince. On Friday, Lamar Alexander (R) of Tennessee and chairman of the House Science Space, and Technology Committee, issued a statement regarding the two events which noted that the committee will hold hearings in the near future to explore ways to improve efforts to detect asteroids as well as to deal with any deemed a potential threat to the planet.

Given the size of the Chelyabinsk asteroid, astronomers estimate that an event like this occurs on average every 100 years. Yet smaller objects also can arrive with little or no warning, and explode in a loud, spectacular fashion, even with no damage on the ground. And they hit more frequently.

These surprise visitors are among the near-Earth objects that keep Kalait Ramesh awake at night.

"Historically, we've had relatively low population density. These things tended to happen in areas where nobody sees them or nobody remembers them," says Dr. Ramesh, a professor of mechanical engineering at the Johns Hopkins University whose studies of stress on various materials has led him to include asteroids in the mix of materials.

"But as our population's gone up, it's gotten to the point where these things can have a big impact. My biggest worry is that this will happen in a place where there is significant political instability or two countries on the verge of a war," he says.
